is it true that selangor land office is strict on the title transfer and generally required double transfer if the current owner has not perfected the title? not sure any difference landed vs condo but I m asking for a condo unit.

no, it depends on developer whether to allow direct transfer or not.

developer have right to reject because contractually their obligation in the SPA with the 1st owner is to transfer the title to the 1st owner upon title issuance.

sometimes developer allow, but charge 1st owner an admin fee for it, and the price they set is entirely up to them, no regulation, and extremely rarely able to nego.
