The government will implement a nationwide ban on the sale of electronic cigarettes and vaping products as part of efforts to curb misuse and protect public health
Health Minister Datuk Seri Dr Dzulkefly Ahmad said the ban would be rolled out in stages, starting with open-system devices before extending to all types of products. However, no timeline has been set for the full implementation, reported Kosmo.

"The Health Ministry has held detailed discussions with several key ministries and departments.

"This involves the Ministry of Finance, Royal Malaysian Customs Department, Ministry of Domestic Trade, Home Ministry through the Royal Malaysia Police (PDRM), Ministry of Investment, Trade and Industry, the Malaysian Investment Development Authority, as well as the Legal Advisor's Office," he said in a written reply at the Dewan Negara.

Dr Dzulkefly said the findings and recommendations from these discussions will be presented to the Cabinet for policy approval
"This is to obtain policy approval, which will then serve as the basis for the full implementation of the vape ban nationwide," he added.

Honestly, a full ban sounds good on paper but in Malaysia it’s very hard to enforce. We already see this with cigarettes, more than half of the market is illicit. What makes anyone think vape will be different? The reality is, banning only pushes the whole thing underground, which means zero control, no traceability, and no tax revenue for the government.

A regulated market actually gives the authorities tools to manage it. You can enforce standards, make sure products are not spiked with other substances, control who can sell, and also collect taxes which can be channelled back into healthcare. Without regulation, people will still buy and use vape, just that now it’ll be 100% uncontrolled and untaxed.

If the concern is youth access, then focus on stricter age enforcement, retail licensing, and heavy penalties for sellers who break the rules. At least with regulation, the government can trace and monitor. With a ban, enforcement will be chasing shadows while syndicates make even more money.

PMX keeps talking about reform and transparency. Regulated market actually fits this direction.. Ban only looks good for headline, but long run confirm create another illicit trade headache.
