Victorian Premier Jacinta Allan says she is investigating whether police need greater powers to deal with gang crime in the wake of the fatal stabbing of two children in Melbourne's outer west over the weekend.

Chol Achiek, 12, and his 15-year-old friend, Dau Akueng, were stabbed to death in Cobblebank in a crime that has shocked the South Sudanese community.

Police say the two boys were set upon by a group of men just before 8pm on Saturday in what investigators have said could be a case of mistaken identity
