Original budget was for frigate. Due to songlap by jho low and jibgor, downgraded to opv. Rmn didn't choose prc vessels. It was forced down by najib.

Prc don't need kill switch. Unless rmn keep years of spare parts, the vessel will stay at port if couldn't source critical spare parts.
