not sure, the US side didn't investigate it's just speculation
either the containers contaminated the shrimps
or the shrimps was contaminated during the production chain and also contaminated the containers

they can't identify the source since both the shrimps and containers have the same average

i believe it could be during gamma irradiate sterilisation facility, cesium-137 was used but cobolt-60 is more popular nowadays
because cesium-137 used can be in fine powder form and always have the history cases of mishandled and abused to be made into dirty bomb
and indo have those kind of facilities that is still using cesium-137 to sterilise foods to be exported

how cesium-137 end up on the shrimp packaging, constrainers and even in the shrimp is still a big mystery
