Because Taiwan was to be and was regarded as part of the Japanese home island chain, in addition to Hokkaido, Honshu, Shikoku, Kyushu, Ryukyu. The inhabitants of Taiwan were to be assimilated and made Japanese. This policy is in contrast to the Korean Peninsular, where Korea was seen as a subjugated colonial territory, with its resources exploited, its people enslaved to serve Imperial Japan.

Hence the treatment

Hence the treatment of the taiwanese was better, with schools, roads, hospitals, amenities vs a an exploitation based economy in Korea.

And quite honestly, there's a solution to the problem in Taiwan today. Those who don't want to be Chinese or have issues with reunification, they could be paid to move to Japan especially since there are so many japanophiles. Whetehr Japan would wanna take more old people is another question.
