having said that, doesn't it depend on the location of the pump rather than the tanks?.. from my understanding, it's normally a pumping effect.. meaning the pumps will be at ground level, then mid level...so pumps to mid level, mid level to top level..
so the noise and vibrations would be at ground and mid level... is this a correct assumption?

my opposite is pump room ..... no sound at all, and good thing also im not directly facing other's people house main door .... (pump room not counted XD), not sure about top or bottom tho ...

From my limited experience, the pumps are usually located together with the tanks.

In my current service apartment, I stay on a floor above the 20th. There’s a water feature at level 8, and the splashing sound is clearly audible from my kitchen whenever the yard door is open. Once the door is closed, the noise is no longer noticeable. That’s how distinct the sound can be.

Coming back to the pumps and tanks—since water flows into the tanks, you may hear it if the doors or windows of the tank room are left open. So, if the tanks and pumps are located on different floors, it’s best to avoid those floors as well.

Even if there's a written confirmation, don't think it will affect my purchase consideration - I still won't buy. What is "tolerable noise" to them or the authorities, might not be tolerable to you.
