It sounded to me like a lot of red flags. It wouldn't be so easy to convert leasehold to freehold, so to say it would almost be impossible, or else everyone would be converting their leasehold to freehold.

Government would take ages to make amendments. 3-4 weeks is not possible.

I would be concerned and cautious.
