I usually put at the garbage house. Not inside the bin but somewhere at the side. Within 30 minutes usually it will be gone.

malls like IPC and OneUtama has a recycling center to collect waste like these, some of it even allow you to collect points to be converted into cash credits, but if you are at Outer Cities outside of klang valley, i guess you could just bin it in the plastic recycling bin
