protective sticker is there to protect the themal paste from drying up and sticking onto CPU plate .

If you ever seen CPU coolers ripping out AM4 CPUS you would wish it had such a feature to prevent sticking.

Dont mess with it unless you get bad temps and overheating.
Just clean the dust off the heatsink and fan blades will do.
