Just narrating how my buddy handle this scenario, thou it might not be legal

My buddy managed to find out where the tenant work. He and the partner take turns to visit the tenant in his work place, demand to meet the tenant (who is avoid my buddy) at lobby and spend all day hanging out in office lobby.

Eventually the employer got involved and request tenant to resolved ASAP or else they will sack him.

The tenant then agreed to move out.
