No.
I've 2 Gmail accounts and the payment is tied to a single Gmail account when added for the first time. The changes won't be reflected to the subsequent Gmail accounts. U can however shared the same payment methods. For example, if Gmail 1 is tied to Debit Card 1234, Gmail 2 can use the same card for payment too.
