Can something like TNB bills be a proof. Well, I think TNB also does not keep record for 10 years because I believe it is already beyond ISO requirement.

Unfortunately for you the requirements were published long ago (a simple google search shows infographics from February listing all the conditions). Making an exception for you is just asking for more work, especially when there could be potentially hundreds if not thousands of people who are just as qualified and actually have the documents in hand. It's just basic filtering process, others who are more meticulous would be prioritized.

What you could do is put an inquiry with the state's Jabatan Imigresen and see if they had data from expired passports in their system.

Sijil kelahiran is not a problem, as long as you have it, every Malaysian can apply, just need proof of stay Johor more than 10 years then ok already.

Thanks for a good suggestion. Will they don't entertain my request to retrieve the old data from their and get scold with them as waste their time to process?

i tot immigration will give back the expred passport after they cut it when they handover the new passport...

I had get consult through Imigresen through call, they say that they not able to provide service for retrieve back the old & expired passport. They said the passport pengeluar from Johor more than 10 years is not reasonable, exactly same opinion as I mention on first post, she said why don't find adun/penghulu kampung to prove that I stay at Johor more than 10 years. But the PKPJ is not understandable and stick to exact document that provided, she said can just complain to PKPJ about this issue. Now they have JPEX on 25 July 2025 to 27 July 2025, go ahead to complain then.

You don’t keep a pdf copy of your passport? I always have one in case I lost my passport/ IC etc

I still have a copy of my 8 digit IC with both thumb print left right of your photo, which starts A12345678

I admit it is my mistake, but it is not cerdik that only can use passport as a proof of stay Johor more than 10 years. Does they so afraid that non-johorean are utilise the RMMJ and let it as an investment tool when buy a house. Though that Johorean also do the same. How about people not born from Johor, stay Johor more than 10 years but don't have any passport either.

Put it in writing and have a duplicate handy to keep as your acknowledged copy.

Reminder not to be demanding or sarcastic, it will just give the reader impetus to ignore you especially technically they are in the right in that you are lacking the required documentation.

Instead be polite and rendah hati and memohon pertimbangan and budi bicara. No need to write a long essay about your economic situation but a few words about how it would be a dream come true, that you are a responsible adult with firm commitment to pay the fees/installments. It would be great if you have some other proof of your 10+ years of stay. Tenancy agreements? Continuous utility bills? Even mobile phone bills or bank statements that has your Johor address for multiple years could prove useful as supporting documents.

If you still get rejected, you now have an acknowledged copy to bring it up further the chain, and keep doing up and up.

No hierarchy in Malaysian bureaucracy likes being skipped over, you need to prove that you went every step of the ladder.
