I think the perception from the public eyes is..

It's frequent enough that its considered to be normal.

And when its considered as Normal. It means that the rot, is so deeply penetrating towards the whole organization that it becomes a normalcy.

So yeah, rotten close to the core. Personally, I believe that there are some officers that are clean. But unfortunately, that number, is insignificant.
