Not able to receive OTP. Telco problem or app pro

Hi all, do you guys always encountered not able to received sms for OTP? what is the possible issue? I tried the method below. Doesn't work.
1. Done check the block numbers at device setting - no issue 2. Done check App device line/ Network all OK
Is it due to telco issue? is it possible to hv switching Tesco that lead to this issue?

your location congestion. try to turn off the phone and move to another cell tower location like 2-3km. if you received sms, then your cell tower congested

 Send UPDATE to 66300. You should be able to receive OTP after a few minutes. Note: This SMS is chargeable by your telco.
