but can we check potential tenant CTOS before deciding to rent my property to them?
need to get their consent before that?

yes you need consent, CTOS Lite report does not require consent with basic info like SSM

Offer to reimburse them the amount if they are providing and u have at least filtered 50% tenants that are on the higher end or at least can afford and sked u blacklist them
