I received the application success email with enclosed bill for stamp duty. TNB came next day after I paid the bill. I wasn't at home but I checked cctv, took about 10 minutes to change the meter.

Mine was not a smart meter. Yours should be just config changes at backend. Did you pay the rm10? Need pay within 14 days, otherwise, they will cancel the application.
