nobody will suspect someone with valid permit to steal what they work on

You not familiar with construction theft, sometimes a heavy steal beam few tonnes also can be stolen from the site. It's impossible to be done by outsider. Only insider can do that.

My bet is on the site supervisor working with contractor worker , worker alone not enough brain to do this job and buyer /seller as well
