If they installed the electric fence through legal channels there is nothing much you can do about.

Electrical fencing installation requires proper approval or permission from the local authority (PBT). There are many safety guidelines to comply with — usually, there will be clear safety and warning signs displayed.
If you ask me, just lodge a complaint with the PBT if you’re unsure about the legality of the installation. Once you report it, the PBT can investigate and provide feedback on whether the installation is legal or not. If it is legally done, at least you’ll have peace of mind. If it is illegal, you’ll likely see the PBT take action or pay a visit to your neighbor. |

The owner is a retired police officer and I feel quite uncertain about how to approach the situation. If I were to file a complaint with the council hotline, what action could the council take? Is anyone of you certain that electric fences require formal approval? I’ve seen videos of people selling electric fences and they seem fairly common. If the installation is indeed illegal, would that be considered an abuse of authority by the retired police officer?

Saw a house near my office which has electric fences too.. There are few warning signs around the fences
I wonder why need electric fences for what.. Pity the birds that get zap once they touch it |

This is the problem with electric fence. Need to ensure no vegetation around the fence. Even when grass touching will cause buzzing sound. If got with and got some rubbish or dry leaves struck the fence it will make sound.Maybe you can ask local authority regarding the law around the electric fence in residential area first. |

Strange. I've been to a GnG housing area with perimeter electric fencing. Can't hear anything at all when standing beside it. Of course, I didn't verify it was really energised.
