You literally have a unique identifier there linked to PII. This is how mass surveillance is done, because collecting redundant data is too expensive. Create unique identifiers which are 'randomly generated'.

All communication device has a unique ID. as long as they can associate that device to you, you are already being tracked.
But a simple potato chip bag should be able to function as faraday cage and block all wireless signal though. |

The information despite no individual data is a important info to consider which location has the highest population density at a particular time. So for a terrorist to plan an attack or plan a bomb, can make use of this data to maximize the casualties … so the data really useful.
