Don't see any problem for chairman to recommend a friend he know to provide service, as long his company pass all background check and meet the requirements and can provide good service and chairman did disclose his relationship with the service provider to all members, and the tendering process is conducted impartially all MC members were asked to sign the a/m.

U need to explain by how he "solicit" the support from other members. Like did he or his friend bribe other members? Or he just ask other to consider his friend because the t&c of his tender is the best among the rest?
If someone just talk bad abt chairman because he introduce his friend to tender the project, then he do have the right to sue the person for defamation
