Same like repeated driver with summons or criminal with repeated offences, must wait until ppl die then only take action.

Do crime > kena catch > lek lu, sap kok lu > release the criminal > repeat xx time of offences > catch > lek lu > release > criminal accident kill someone > catch > declare the criminal got multiple offences
