HR not doing their job and delay my promotion

The problem rn is I still dont sign any documentation from the HR. I did not want to ask as this will make me like a rushing for a promotion.
Another problem is one of my colleague (A), he entered the company late than me then after his probation period which is same time as my time of promotion which is early May. confirmed by HOD that we will be promoted on the same time. The Fking HR send the email for confirmation and promotion for him (A) but not me. I have been waiting for 1 month.
I felt left out from this team as, I do same task as the engineer . but my salary dont increase.

Like tauke always say they earn alot, don't trust!
Like manager used to say, they want to promote you one day, don't trust!
Like HR always say, after 3 months probation, you can definitely get raise...don't trust!

The HOD n Proj Mgr is saying he is promoted but didnt say when.
Ultimately, it is the BOSS who approve the promotion, not the HOD or Proj Mgr. BOSS is busy or delaying. HR just follow procedure.
If not happy, just leave
