So hard.. why not get a low power wifi switch then? Connect with a 10k mah powerbank or use those old charger with 5v 1A.

Like those autogate wifi switch. Replace the power on switch with this switch. Choose relay mode and set 0.5s, also can set higher timer if say you need to hard restart (not through OS).
