Sorry to say, but dashcam car switched lane and caused a faster approaching vehicle from behind to brake suddenly.

I would say it's dashcam car's fault.

Of course the scooter also got issue, but root cause is still due to dashcam car for this particular case.

To prevent this in future, make sure don't hog the faster lane and yield faster vehicle from behind to past first.
As you may or may not aware, foodpanda/grab rider usually have KPI to hit by delivering the food. Hence they ride more aggressively at times. It's their rice bowl afterall.
