SHAH ALAM - Presiden MCA, Datuk Seri Dr Wee Ka Siong melahirkan kebimbangan serius terhadap tindakan kerajaan yang didakwa mengarahkan semua syarikat telekomunikasi (Telco) menyerahkan data penuh pengguna telefon di Malaysia.

Ia termasuklah rekod panggilan, penggunaan internet dan lokasi Sistem Kedudukan Global (GPS).

Menurutnya, tindakan kerajaan itu bukan sahaja membangkitkan persoalan daripada sudut prinsip asas privasi rakyat, malah membuka ruang kepada kemungkinan penyalahgunaan maklumat peribadi rakyat Malaysia pada masa akan datang.

Bagaimanapun, Ka Siong berkata, Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM) sebelum ini menjelaskan bahawa data yang diperoleh telah 'dinyah-identifikasi' dan tidak mengandungi sebarang maklumat peribadi individu.

Namun, Ahli Parlimen Ayer Hitam itu menegaskan bahawa penjelasan SKMM berkenaan kurang meyakinkan dan menimbulkan lebih banyak tanda tanya berbanding jawapan.

"SKMM cuba meredakan isu berkenaan dengan menegaskan jangan risau, semua data berkenaan sudah dinyahidentifikasi dan tiada data peribadi yang boleh kenal pasti individu.

"Jadi saya nak tanya, nyahidentifikasi konon? Jangan cuba menipu, kalau dah ambil data, siapa kita telefon? Bila kita telefon? Berapa lama kita telefon dan nombor protokol internet (IP), lokasi kita termasuk latitude dan longitude? Tuan dan Puan, dengan data lokasi secara konsisten jam berapa? Hari apa?

"Sesiapa yang ada akses pada data ini boleh dengan mudah padankan balik kepada identiti kita. Tambahan pula, zaman sekarang data e-wallet, kamera litar tertutup, 'Touch n Go', rekod bank semuanya boleh semak identiti kita boleh diketahui dengan cukup mudah," katanya dalam klip video menerusi Facebooknya pada Sabtu.

Ka Siong berkata demikian ketika mengulas laporan sebuah portal berita antarabangsa bahawa kerajaan baru-baru ini mengarahkan syarikat telekomunikasi menyerahkan data terperinci pengguna telefon di Malaysia termasuk rekod panggilan, penggunaan internet dan lokasi GPS bagi tujuan mempromosikan pelancongan.

Mengulas lanjut, Ka Siong berkata, perkara berkenaan bukan berkaitan dengan soal kepercayaan rakyat terhadap kerajaan sekarang semata-mata, sebaliknya ia mengenai kenapa motif sebenar mahu mengumpulkan data secara terperinci.

Ka Siong juga tidak boleh menerima alasan tidak masuk akal diberikan kerajaan bahawa tujuan mereka mengumpul data terperinci berkenaan adalah untuk mempromosikan produk pelancongan tempatan memandangkan data agregat sudah mencukupi.

Lebih mengejutkan, Ka Siong turut mendakwa bahawa kerajaan ada mengugut syarikat telco untuk menyerahkan data, termasuk melalui surat rasmi pada April lalu yang menyatakan hukuman denda sehingga RM20,000 atau penjara enam bulan sekiranya tidak mematuhi arahan.

“Tindakan ini melampaui batas. Ia tidak sepatutnya dijadikan norma, tidak kira siapa pun yang memerintah.

"Rakyat Malaysia tidak boleh berdiam diri dan mesti bersama-sama menyuarakan pendirian bahawa data peribadi bukan bahan mainan.

“Jika hari ini kita terima alasan kononnya untuk statistik, esok lusa data ini mungkin digunakan untuk tujuan lain atau jatuh ke tangan yang salah,” katanya sambil memberi amaran bahawa tiada jaminan data yang dikumpul tidak akan disalahgunakan pada masa depan.
