Maybe eyesight not good

1. Mind not sharp doesn’t mean retarded can not take flight.

Just by looking at the video on the person’s posture and actions you came to the obvious conclusion he is blind?
The guy in the video looks like a blind person?

If he is blind he probably won’t fall into the tracks because he will be constantly checking for uneven ground.

Before this you kept on saying he is blind and kept on giving reasons he is blind. Now you say he is not blind.
