Looking at your traceroute, it seems the high latency is at m247.ro which is definitely not Equinix.

However in order to be certain, need to run traceroute from the affected site/hosting provider/server to any Celcom IP address. Sometimes the return route can take different path from your outbound traceroute.


From my experience, its a pain to gather this info when ISP request for it. Urghhh
