That's a bit too hot in open air (without casing). Many ways to cool them but I think one of the most effective and cheap would be to get one or two focus flow 40mm (38mm thick) fans.
These can range from 5cfm to 25 cfm(!!). Rule of thumb, anything below 10 cfm are quiet -> acceptable in noise ... anything above 10 cfm, you'll have a jet engine in your PC.

Mounting can be a problem, again many options. My preferred method to use metal epoxy glue, mix them and dab a small amount the size of a screw head to the four corners and tape it down for about 8-12 hrs for the thing to fully set. It's important not to move or use the system when the epoxy is setting. I choose metal epoxy because I won't have to worry about any heat related degradation.

You can get these fans from allngap (search the LYN bulk section) or from Pasar Road KL (~RM8 bare wire, without pin connectors).

1. TC like the MX-2 only brings the temp down 2-4C on average. This is not enough.
2. Why waste your money on changing the HS when they are other more effective cheaper solutions. Only exception to this is if you have the money to burn or you're running extreme FSB speeds in an OC.
