i dont recall non-oku driver can apply for such sticker / license unles you have one oku status person attached to the application... else if using such logic all the parents carrying baby would have done same.
the argument always = u can drop them first, but generally msian are kind enough dont raelly care, this round you just met an enforcer who is really doing the job.
