Because now a day can just touch n go with your card and pump. Cannot expect each pump have attendant to check IC whether you are T10 or not. It won't work. If want just straight same price for all and cash aid.

But cash aid also have problem because government wont know how much you pump. Or need submit receipt to claim even more stupid.

Thats why they are stucked
