Need specify lo. Ask engineer to prepare the technical drawings. Air sealing is manual labour job. Specify to test for air leakage using blower door test after sealing all possible leakages. ERV + dehumidifier combi is basically just ductwork.
There's a company doing cellulose insulation @ attic - TCL IIRC. Wall need to add external insulation panel by attaching the insulation panel to the exterior wall via plastic fixings and then skim coating it, got contractor do de.

Trend Thermal Windows & Doors Sdn Bhd got do I think. But if you want to save costs, it's better to engage the China suppliers directly. I think they do provide measurements and installation.
Their specs far surpass ours because they have cold weather. IINM 600-800 yuan per sqm so RM 40 per sqft I guess.
Specify thermally broken aluminium frame (6063-T5, PA66 GF25) because aluminium is a good conductor of heat and we want to prevent the transfer of heat via the aluminium frame.
If you go for double/triple glazing, specify offset glass as it provides better sound insulation than glasses with same thickness due to the way sound travels.
For example:
1st glass (interior side): 2 panes of glass (4MM or 5MM) laminated together
2nd glass (exterior side): 6MM or 8MM tempered glass
Middle: Argon Gas-Filled Airspace (use 4SG warm edge spacer system if you want longevity)
The above deals with the U-Value of the glass. For SHGC, specify low-E glass. Got different grade also. Like double or triple or quadruple low-E. More layers = darker.
It's basically a transparent metal (silver for eg) coating acting like an aluminium foil, reducing the heat from the sun via reflection or low emissivity.

Yeah it's hard because of the ductwork lol unless you are willing to fully replace the plaster ceiling. In that case can consider supply only ventilation system that is installed on the wall directly taking fresh air in from outside via a short pvc pipe or rigid metal duct.
The benefit of this system (the one with duct I mean) is you can on AC 24/7 with very less bill + you clean the air in your house continuously via a giant efficient filter.
We should always aim for a minimum of 3-5 air cleaning per hour (ACH).
