Trump still doesn't get it. Manufacturing won't come back to US with tariffs no matter how high it is. In fact the higher the tariffs, the worse it is to bring manufacturing into US because not only they need to deal with high labor cost, any imported inputs are still subject to tariffs. In order for reshoring to make sense, the bulk of the supply chain needs to be local. So which part of the supply chain is going make the first move to reshore and eat the higher cost?
