Maxis Launches Major Fibre Network Expansion in Penang, Eyes 100,000 Homes by 2027

Maxis chief executive officer Goh Seow Eng said the project contributes to the company’s national fibre network, which currently spans approximately 23,000 kilometres. He added that the enhanced infrastructure will be scalable to speeds of up to 10 gigabits per second (Gbps).

“We have been working closely with the state government on this for a couple of years and we are excited to now move into the implementation phase.

“Construction is expected to begin in the third quarter of this year, pending necessary permits from local town councils,” he told reporters after the launch of Maxis Home Fibre in Penang held at Dewan MPKK Bandar Cassia here today. The event was officiated by Penang Chief Minister Chow Kon Yeow.

Goh noted that Maxis anticipates the full fibre rollout across Penang will take between 18 and 36 months to complete, ensuring that homes, businesses, and institutions throughout the state benefit from robust, high-speed Internet access.

He added that Maxis’ fibre expansion in Penang is made possible by the Last Mile Connectivity Guidelines introduced by the Penang State Government — a first-of-its-kind initiative in Malaysia.

“This initiative not only supports national digital transformation goals but also positions Penang as a leader in high-speed Internet accessibility and smart infrastructure development,” Goh said.

Meanwhile, in his speech, Chow said the expansion of Maxis’ Fibre Network in the state underscores the importance of synergy and collaboration between the public and private sectors in driving inclusive and sustainable digital transformation.

He said that in a world increasingly driven by technology and digital connectivity, the need for fast, stable, and widespread communication infrastructure is no longer a luxury but a basic necessity.

Therefore, he said Maxis’ investment in building fibre optic infrastructure is a prime example of how the private sector can directly contribute to the state’s digital development.

“This initiative, indirectly, will strengthen the foundation for digital growth and accelerate progress towards a tech-savvy society.

“By providing fast, secure, and reliable Internet access, Maxis can help bridge the digital divide that still exists within our communities, thereby empowering the people to explore opportunities in the future economy — whether in education, remote work, digital entrepreneurship, or innovative development,” he said. — Bernama


Bye bye TM we don't want your lousy ageing and overpriced Unifi fibre plans anymore. They are really lousy. Always congested during peak night hours and competitive priced. Wishes all the TM poles i my housing area taken down and replaced with Maxis's or Time's instead.

hm... I remember they were said to be using TM line same as UNIFI? so now going to build own cables instead??

Yes, complete Maxis owned NGBB network. Will concentrate in Bayan Lepas/Georgetown area and new townships West side.
No more needing TM to come install ONU followed by Maxis installers 2 parties in future. All fully serviced by Maxis dept alone.

Tg Bungah/Bt Feringghi/Barat Daya areas will be serviced by Time landed.

So, TIME & Maxis can tap on TMnut pole & pull their own cable & FDC. This should be a thing from Day 1 HSBB rollout nationwide. Then, everyone can enjoy cheap broadband. But, you know lah..later TMnut shares will redeye..this policy should be introduce in federal government.

TIME don't use TM poles. They will build poles side by side with TM poles to compete with them directly.

For example in Canning Garden, Ipoh (behind the Pos Malaysia Building), they even dare serve area where TM already has Unifi poles, they put up their own side by side with TM with their own FDP boxes on it. TIME infra is much more modern than the dying Unifi infra.

Now we have 4 large telcos building their own next generation FTTH across Peninsula Malaysia to replace TM's ageing HSBB which is close to 20 yrs old already:

Among all 4 the MOST advanced is Maxis's NGBB which if available at your place since last year 2024 is already 10-XGS PON from day one.

It is available upon request at major CBD areas in Penang and Ipoh outside the initial Berjaya Times Square area if your area is under Maxis NGBB Biz coverage.
They have not announce it public yet but if you're in those area their sales team will approach your company to intro those plans to your director.

Areas such as KOMTAR/Bayan Lepas Commercial area and Greentown Business Center Ipoh/Station 18.

Maybe when MSAP renew we can see gig speed offer here when TM upgrade to XG-PON OLT. Maybe for selected city areas first. TBH, not everyone need gig speed. When MSAP renew next year. We want to see price much more cheap. Pay above RM100 just to access streaming content no need for faster speed. But, faster speed is what makes fiber is fiber. This technology suppose to reduce people waiting time. That means our stuff can be done within minutes. And, not within 30min~1hour. Plan like 500Mbps or so should be reduce below RM100. So, everyone prosper especially content creator that need upload speed which 5G can't deliver consistent 100Mbps all the time. Right now, most B40 struggle with bad economy. Resulting them to cutoff overprice Unifail to 5G. Most 5G package below RM100. 1TB more than enough for casual family users. Making 100Mbps for RM89 is too expensive. When there is like U Home 5G or YES 5G Broadband Flexi.

They've got aggressive marketing team going around to introduce corporate segment in Penang, Ipoh, KL and JB about their 10Gbps offering.

It confirms that Maxis NGBB/Time own fibre network OLTs now already have 10XGS-PON line cards which are service ready for such plans.

As you said consumer segment still don't need gigabit plans yet and due to costs.

Generally their build out equipments from head-end to ODNs all are later generation much newer setup compared to TM's ageing one.
From FDCs, FDPs and OLTs.

TM's existing network at my housing area now very rundown and abandoned, all their FDPs are badly managed or taken care of and oversubscribed with all ports full. Some of them they just leave the cover opened exposed to weather directly and some of the splicing boxes(cylinder black boxes) dropped down on the floor they just leave it as it is.

Their maintenance team either non existent or cannot afford to do periodic servicing anymore.

There are already Maxis NGBB coverage at Georgetown. You can see many FDP on the walls. Cable runs underground.

You can also see many Maxis fibre manhole on mainland. Activities started again recently. Seems like going to deploy FDP now. For perai industrial zones, they’re using pedestal like TM.

Allo as well by using TNB poles.

I’m currently using TIME on landed since 2023. Cable runs along the drain on my taman. For Perai industrial zones, they’re run on poles instead. TIME uses drain for faster deployment, but may cause issue if rats chew on it or vandalism. If they can’t use drain, then they use poles.

All 3 fibre providers started expansion since 2023. With TIME being available to me first, followed by Allo. Maxis not yet.

I believe TIME is using XG-PON or XGS-PON now. As I’ve experienced a short disruption at 12am, upon checking my fibre reading improved, and a config has been pushed which reset my bridge mode.

Among the 3 Maxis's NGBB is the most advanced with the biggest budget to pull it off. UMobile UBiz Fibre infra is also sharing infra with them.

As for Allo, I think they already run short of funds and have sold off many of their previous buildouts to both TIME and Maxis for takeover.

Bayan Lepas commercial areas, Ipoh's GreenTown Business Centre, Station 18 there you already can see Maxis dedicated FDC boxes beside the road at the curb.

If you want to find the latest landed are TIME buildouts, go to Canning Garden Ipoh and Ipoh Garden East Medan area. You can see dedicated TIME poles and roadside cabinets extensively set up there.

They focus on housing suburb areas regardless of landed and low cost flats.

Penang many of those low rise low cost flats also have Time Fibre already.Some even got multiple fixed line providers even got Maxis NGBB besides TIME and Unifi even got DiGi own fibre infra.

Now what is most important is they look at high Unifi take up rates and demand in the area. If got many fibre broadband subscribers in a particular area dominated only by Unifi and always complain port shortages they'll aim to serve that area because many will be looking to switch to alternative fibre provider due to lousy Unifi treatment to their customers.

Partially not all. But where HSBB went wrong compared to DNB 5G network was that they allowed an ISP which competes with other ISPs on the national infra partially sponsored by government to run that network itself.

This allowed TM to monopolize the network and treat other players who rides on it with less priority.

DNB 5G is operated by an independent company which doesn't run its own 5G mobile service provider company.

All players on it has equal access and rights on their respective network dicing.No one has priority over the other.

Now they awarded Umobile with the 2nd 5G network exclusively things are going to repeat like TM's HSBB again if they are not careful.
Unless the network ownership is splitted among all its members.

But looking at how Umobile is planing to build the entire SA 5G network on their own, it might become another monopoly once again.
