The draws are done under strict procedures.

Independent auditors (often from big accounting firms) oversee the draws.

Results are usually published publicly and are traceable.

The companies are licensed — they can’t just quietly run off with the money.

Even if the system is technically fair and audited, lotteries feed on hope and desperation, which naturally breeds suspicion, especially when most people lose repeatedly.

In short: Yes, in theory, this kind of “smart laundering” or bribe workaround exists — but pulling it off today in regulated markets is much harder, and most legitimate outlets won’t risk it.
