I don't really understand what you're asking, but Starlink a bit more resilient than asteruk. Only real heavy cloud affect the signals. Just normal rain storm is no problem.

I mean normal rainstorm have a thick cloud over the sky.

Since Starlink signal affect by the thick cloud, that's quite frequent here with rain storms

Yes, thick cloud will affect it. Will suffer a few minutes to an hour of downtime.

Recently i used starlink in kedah. Terrible connection to the satellite internet not stable enough to comfortably use for work.

Probably have to do with congestion. I'm in Sarawak so a lot of bandwidth left for us.
