this is a scandal in HK
it's a fake cert, scam cert...bought

it involves bodies like TOEFL and others...basically it requires them to go overseas for a year if not wrong but they never did but they got a cert
it's being investigated and condemned in HK
those people try to apply HK job with that cert but they can't speak or write a single english words
