Sorry but this is an incorrect statement. Personally never heard about the bloods being sold part but I know for a fact Government Hospitals carry out blood donation drives very often due to critical blood stocks (they're pretty much critical all the time so no one will stop you from donating blood as long as you meet the requirements).

Blood Donation Drives are usually done by the Pathology Dept / Blood Bank Dept of the respective hospitals so the best thing to do would be to approach the departments I mentioned in the respective hospitals you plan to donate blood to get latest & accurate information. They may also give you a date to come at a later time for the donation.
