I know of orang asals in Selangor getting stipends even after the Ustaz who converted them decades ago, died. These are not practicing muslims. Even used the Zakat money to buy carlsbergs. I engage them to catch wild animals in my plantation. These guys eat most things. They only work when they feel like they want to.

Remember Zakat collection in states like Selangor is higher than even Penang Gomen annual budget. I guess these ustazs have KPIs and these "converts" can't say no to free money.

Systems in place are probably easy to abuse.
