Yes, I've done that before when someone uses my email address. Manage to take over his Facebook and Instagram. But for banking definitely cannot, need to verify mobile number. Then u can set new password and login to see his stuff.
That idiot even uses my email to register Apple ID, but luckily Apple quite strict otherwise I would have reset and locked his iPhone.
