Hi, I'm considering to convert one of my bungalow in JB to a nursing old folk home. A friend doing this tells me there is a requirement for bungalow size to be 8k sqft and double story. Is there such a requirement? I couldn't find any info about this online.

Visit your local authority to sort out all the current requirements. Approved guidelines 10 or 3 years ago may not be applicable for new applications. Planning permission approval is on case basis.

Is good you can also start by discussing with the neighbourhood your intention as they are also your 'approving authority'.

I have no neighbours, my nearby houses are abandoned, and not gated.

no neighbours is good, you can get approval faster. Once you register with authorities of your plans, they normally will contact the surrounding neighbourhood to see if any objections. no neighbours means no objections
