Not sure what you are trying to do there... are you trying to login on a new device ? or creating a new account ? or recovering an account ? I would suggest : 1. Login via Web browser, add the recovery phone number to the account. You may need to verify via the "Recovery Email". 2. Ensure the phone number is in correct syntax (eg. 012-3456789 --> 123456789) 3. Login on a device that already have the Google account, verify the login from there & add the phone number from there.
