Developers should build more underground car parks to address the issues with high-rise car parks.
For example, imagine an 8-story car park with 3 levels below ground and 5 levels above ground. The entrance could be located at the 3rd or 4th floor. The drawback, however, is the risk of flooding during heavy rain.
Another solution would be an 8-story car park entirely above ground, but with an alternative express access to, say, the 6th floor. This could involve a ramp that spirals upward in small circles, allowing drivers to reach the 6th floor directly without passing through levels 1 to 5.
