Something I dont understand about the LRT3 project

This says the service will start on 30th Sept and the project is 98% complete https://www.thestar.com.my/business/busines...247bil-lrt3-job Then this says MRCB secured the contract to complete another remaining 5 stations within 4 years How is the project 98% done when there are 5 stations remaining, and how do train services run when station constructions are ongoing... Station can be completed later. Can lie dormant first. Sri Rampai station on Putra line was dormant for years before they build finish. Completion means main line completion, not including the station. It's a train, don't need station to move just need track. Just don't stop at a few stations for now.
