paint first, after installing the light, some painters can come back touch up for you.

I am doing reno as well and my planned sequence, after all the structural work, is always top to bottom:

1) roof fixing and repair, include sky roof
2) wiring and piping
3) bathroom tiling
4) false ceiling
5) painting
6) flooring
7) lighting, wall switch n socket
8) cabinets n sliding doors

There are others minor stuff I am doing that may need to be squeezed in between, so need to spend time to coordinate

I guess it depends on the type of flooring. If tiles flooring, then i would suggest flooring first then paint but need to cover the floor with canvas, and remember to tape the skirting with canvas also. I am not going for tile flooring so i will paint first then flooring.
