School registration, School registration for expat

Hi All, Im expat from indonesia currently working in malaysia for 7 years. Wanted to check with the forum about sekolah rendah school registration for expat. My son going to enroll to first year soon and we choose SJKC IMBI as nearby our place. It is government chinese school and we manage to get the letter from Jabatan pendidikan today. Problem is they ask to go to immigration to change current dependant pass to student pass. Is it really required to apply the student pass? Because got another colleague they able to send his son to school using stamp permission to study. Is the regulation or process really changed? Very hassle to get student pass as need guarantee from local Malaysian and copy of their IC also. After that need to go to LHDN for another chop.what it is so complicated?
Happy to hear from others whether really that complicated?

Thanks b4 one thing i know about our gov is just because ur fren can do it, doesn't mean u can do it.. some of our rules and regulation truly up to interpretation.. by the civil servants.. unless u ready to hire lawyers to fight it out in court if shits happen.. so best to do what is asked of u.. even then.. but u r indonesian, so u sud be familiar since our civil service have the same mindset..
