If you are referring to the size of the illegal 4D market in Malaysia compared to the legal one, it is widely believed that the illegal 4D market could indeed be larger.

This is based on reports and studies suggesting that illegal operators often attract more customers due to:

Total number of draws conducted during the year was 165 of which 8 were special draws, compared to 179 draws of which 22 were special draws in FY2022.


The point worth noting is that revenue per draw in FY2023 has displayed an increase of 9.8% from RM410 thousand per draw seen in FY2022 to RM450 thousand per draw registered in FY2023. Had the same number of draws been maintained as in FY2022, it would have translated to a recovery rate of 75% in FY2023 compared to the pre-pandemic level of RM105.5 million revenue in FY2019.


However, while revenue performance has remained stable, the unexpected three-time strikes of 4D Jackpot and one-time strike of Lotto 6/45 during the year have caused high level of prize payout, resulting in divisional loss before tax of RM2.3 million for FY2023. In comparison, a RM0.7 million of divisional profit before tax was reported for FY2022.


It was announced during the tabling of Budget 2024 on 13 October 2023 that Sales and Service Tax (SST) rate will be increased from 6% to 8% effective 1 March 2024.


As SST is calculated based on gaming revenue net of prizes, taxes and duties, the rate increase will not have a major impact on the division’s profitability.

Also as announced in Budget 2024, the implementation timeline of **** e-invoice **** under Lembaga Hasil Dalam Negeri (LHDN) was laid out with the first group of Targeted Taxpayers to commence e-invoicing by 1 August 2024.

KUALA LUMPUR: Tanjong plc yesterday signed an agreement to sell its entire stake in Pan Malaysian Pools Sdn Bhd (PMP) to a consortium of Malaysian Chinese businessmen for RM2.1 billion, according to sources familiar with the deal. PMP owns the country’s third largest numbers forecast operator (NFO).

The sources said the consortium taking over the gaming asset comprises Genting Group’s Tan Sri Lim Kok Thay, Hong Leong Group’s Tan Sri Quek Leng Chan, the Lion Group’s Tan Sri William Cheng and Tan Sri Chua Ma Yu.

The businessmen’s bid for PMP includes plans to eventually list the NFO on Bursa Malaysia, sources said.

Additionally, the group has pledged to allocate a certain amount of PMP’s profit for charitable causes, including donations to Chinese schools, a source said.

Lim’s share in the consortium is between RM250 million and RM300 million, according to the sources, but it is uncertain how much the other tycoons are paying as part of their share in the consortium.

Actually, STC 4D, Sabah 88 (Diriwan), and Sarawak Cash Sweep generate significantly less revenue compared to Sports Toto, Magnum, and Da Ma Cai.



The total number of outlets for the 3 Number Forecast Operators in Sabah and Sarawak is around 348.

May I know what is your job scope in the live draw?

Do you need to check if Malaysians are allowed to enter Level 13 and visit the live draw, provided they are non-Muslim and above 21 years old?

Last time, in 2018, I wanted to see the Sports Toto live draw and go to Level 13 of Berjaya Times Square, but I couldn’t find it.


Later, I found out that we must use the lift outside the Berjaya Times Square mall to reach level 13 live draw venue.(There are two big copper lions there. )

Is this related to feng shui or security, or is it that the live draw venue at Level 13 is inaccessible from the Malls lift?

Reason is gov always channel tax money from betting pools to chinese and indian schools and education facilities and community as this will ensure the sin money is not being for national development (which is sensitive issue for Muslim)
