Lol, u obviously never drive on the highway before, do you? The main issue here is, can you stop in time? He is at the right lane of the highway so i assume he is on high speed. So what u expect him to do?

Switch to left lane? What if left lane has non stop cars flowing? Emergency brake? You want to take the risk of the car behind you banging on you? The best he can do is to brake hard but without compromising getting knock at the back.
