Not a law expert or counsel, but am sharing based on what I know.

Basically both SC and HM (more towards SC I reckon) is hiding behind the red tapes and just pushing you around. Since travelling expenses can mount up to quite a substantial amount for you, start by documenting EVERY step you are taking (in black and white) and expenses incurred.

Next try approach those service bureau od political party of choice, for e.g. MCA DAP etc, and try to get their guidance on how to proceed on your claim case. They should have some form of legal team.

This is where all your documentations on correspondences, receipts etc will help prove your case. Listen to their recommendations of next course of action.

Last resort I think is with tribunal court. This is where your documentations above will help you tremendously. If you have strong evidences, tribunal verdict leans heavily favours you.

but then again, SC is a bigger/stronger entity financialy, so they MAY flex their muscle by applying to transfer the case to other court in their attempt to harrass you.

In the end you have to decide how persistent do you want to be and what is your cut-off point. Not-so-well-to-do is at a disadvantaged position financially to go against a financially stronger entity although you are legally entitled to be compensated for all the inconveniences caused by the SC entity. Just hope levelheadedness/logic prevailed on the SC management to not go until this extent.
