Offshore RMB circulation is too little

China issue USD bond and collect USD in hand, turn into country running in trade deficit and lend them USD to solve their nation foreign reserve, if unable to repay just take mines and other agricultural product, then slowly China use RMB to buy their goods and increase RMB trade in future.

They have so much surplus of USD from trade that investors literally deemed China as almost having the same status as the USD money printer. The fact that the demanded market rate was so low means they are very confident of repayment.

I think this part of the report is important. To me, it means, you don't have to park your surplus USD to Uncle Sam. Instead you can now park it with China instead.

It is like, you want to deposit your money in a bank that may collapse or steal your money like what happened to Russia? Or you rather deposit your money into a new bank that you think less likely to collapse and less likely to steal your money?

Actually the interest rate is determined by the lowest bidder, not by issuer. Bonds issuance normally involve an investment bank gathering all the rate bids from investors.
